Canadian Citizenship for Great-Grandchildren After Bill C-3

Before Bill C-3, citizenship by descent stopped at the first generation born outside Canada. Bill C-3, in effect December 15, 2025, removed this limit in some situations. Source: canada.ca

How the chain works

The first generation is the first person born outside Canada to a Canadian citizen. People born outside Canada before December 15, 2025 to a Canadian parent are, in most cases, automatically citizens, and this also applies if the parent became Canadian because of these changes. Source: canada.ca

So each link matters: your great-grandparent was Canadian, your grandparent was born abroad to them, your parent was born abroad to your grandparent, and so on. If everyone in the chain was born before December 15, 2025, each person may be Canadian under the rule above. Source: canada.ca
